Why is my WhatsApp Business account restricted?
WhatsApp restricts business accounts that repeatedly break its Business Messaging Policy, Commerce Policy or Business Terms: sending spam, mislabelling marketing templates as utility, selling restricted products, or drawing too many blocks and reports. Restrictions start small and get longer each time.
A restriction usually shows up as messages that stop sending, a banner in WhatsApp Manager, or an email to your Business admins. If WhatsApp is part of how you book, remind and follow up with customers, our WhatsApp automation service covers building that system so it stays inside Meta's rules. This page answers the narrower question: what each restriction means, why it happened, how to appeal it, and how to stop it happening again.
The facts below come from Meta's developer documentation on policy enforcement, policy violations, template categorization, messaging limits and the account_update webhook, read on October 30, 2026. Most of it is about the WhatsApp Business Platform (the API used by CRMs, GoHighLevel and AI agents). The free WhatsApp Business app has its own, simpler restriction, covered further down.
What do the different WhatsApp restrictions mean, and how long do they last?
Meta's ladder runs from a warning to a 1 or 3 day template block, a 5, 7 or 30 day block on all messages, an account lock only an appeal lifts, then a permanent ban. Scams and other severe harms skip it.
How long each WhatsApp restriction lasts
Meta's policy enforcement guide describes the steps in this order:
| Step | What you cannot do | How it ends |
|---|---|---|
| Warning | Nothing yet; you are told which policy you broke | No action needed, but the next violation escalates |
| 1 or 3 day block | Send marketing, utility and authentication templates, or add phone numbers | Ends when the period runs out, or on a successful appeal |
| 5, 7 or 30 day block | Send any messages, or add phone numbers | Ends when the period runs out, or on a successful appeal |
| Account lock | Send any messages, with no end date | Only by appeal |
| Disabled | Use the WhatsApp Business Platform at all | Meta says this follows multiple warnings and blocks with no change |
| Immediate offboarding | Use the platform | Reserved for severe harm, such as scams, child exploitation, terrorism or illegal drug sales |
Meta adds that it "might also limit or offboard your business" if the account gets excessive negative feedback from users, even without a specific policy breach.
Which restriction is on your account?
If your system is subscribed to the account_update webhook, an ACCOUNT_RESTRICTION event names the restriction and its expiry time. These are the types Meta lists, in plain terms:
| Restriction type | Meaning |
|---|---|
RESTRICTED_BIZ_INITIATED_MESSAGING | You cannot start conversations (templates outside the 24-hour window) |
RESTRICTED_CUSTOMER_INITIATED_MESSAGING | You cannot reply to messages customers send you |
RESTRICTED_ADD_PHONE_NUMBER_ACTION | You cannot add phone numbers to the account |
RESTRICTED_UTILITY_TEMPLATES | You cannot create utility templates |
RESTRICTED_DIRECT_SEND_UTILITY_TEMPLATES | You cannot send utility templates through Direct Send |
| Four calling types | Outbound calls, inbound calls, or both are blocked, or the call button is hidden because of low pickup rates |
A separate DISABLED_UPDATE event reports a ban state of SCHEDULE_FOR_DISABLE, DISABLE or REINSTATE.
Which policy violations get a WhatsApp Business account restricted?
Meta names spam, template misclassification and high-risk product categories as the usual triggers. Its violations list has 19 categories, from alcohol, tobacco and gambling to weapons, scams and "misleading" business models such as payday loans and debt collection.
Meta's policy violations page lists these codes, and Meta says the list may change:
| Group | Violation codes |
|---|---|
| Restricted goods | ALCOHOL, TOBACCO, DRUGS, SUPPLEMENTS, WEAPONS, ANIMALS, BODY_PARTS_FLUIDS, HEALTHCARE, REAL_FAKE_CURRENCY, UNAUTHORIZED_MEDIA, ILLEGAL_PRODUCTS |
| Restricted services | ADULT, DATING, GAMBLING, DIGITAL_SERVICES_PRODUCTS |
| Content and conduct | OVERTLY_SEXUALIZED_POSITIONING, MISLEADING, SCAM, THIRD_PARTY_INFRINGEMENTS |
Two of these catch ordinary service businesses. Under HEALTHCARE, Meta bars selling some healthcare products, such as medical devices and nicotine patches, but says "manufacturers and healthcare services who do not engage in direct sale are allowed", so a clinic booking appointments is a different case from a shop selling devices. Under MISLEADING, Meta lists payday loans, paycheck advances, P2P lending, debt collection, bail bonds and multilevel marketing. If your business is in or near one of these, check before you build anything on WhatsApp.
Spam is not one of the 19 codes, but it is the most common cause in practice: messages to people who did not opt in, too many promotions, and no easy way to stop them. Those show up as blocks and reports, which lower quality and can lead to restriction.
Can mislabelling marketing templates as utility restrict an account?
Yes. Meta has a separate ladder for businesses that keep calling marketing messages utility: a warning, a cap on utility messages for at least 7 days, all utility templates turned into marketing for 7 or 30 days, then the same across the portfolio.
Utility templates are cheaper and reach people marketing templates cannot, so Meta polices the line closely. Its categorization page sets out the steps:
| Level | What happens | Duration |
|---|---|---|
| Warning | Written warning to admins; from then on, utility templates Meta judges to be marketing are switched instantly, with no notice | Ongoing |
| Rate limiting | Utility messages capped in a rolling 24 hours; extra messages are rejected. Marketing and authentication are not affected | At least 7 days, until categorization improves |
| Utility restriction | Every approved utility template on the account becomes marketing; no new utility templates or category reviews | 7 days, 30 for repeat violations |
| Business portfolio restriction | The same across every WhatsApp account in the portfolio | 30 days |
The fix is to keep reminders, confirmations and job updates purely transactional, and send promotions as marketing. Our page on why WhatsApp templates get rejected explains Meta's category tests with examples.
How do you find out why, and appeal a WhatsApp restriction?
Open Business Support Home in Meta Business Suite, pick the violation and click Request Review. Meta says decisions typically take 24 to 48 hours and come back as Unchanged or Reversed. Some spam violations cannot be appealed, so you wait them out.
- Sign in to Meta Business Suite, open All tools, then Business Support Home, then Account Overview.
- Select the WhatsApp account. Each violation shows the policy broken, examples of allowed and disallowed content, any active restriction and what happens next time.
- Choose the violation and click Request Review. Add the supporting details (what the message was, how the customer opted in) and submit.
- The request moves to the In Review tab. If the violation is reversed, Meta says the account "returns to its previous status".
Violations can also be acknowledged instead of appealed, which suits a real mistake you have already fixed. Notices also arrive as a banner in WhatsApp Manager and by email to every admin, so keep admin details current in Business Manager. Template category disputes are a separate review, under Template Category Updates in the same tool.
Is a restriction the same as a messaging limit or a paused template?
No. A messaging limit caps how many customers you can start conversations with in 24 hours, and every account has one. A paused template is one low-rated message stopped for hours. A restriction penalises the whole account. Each needs a different fix.
Restriction, limit or paused template?
| Symptom | Likely cause | Fix |
|---|---|---|
| Campaign stops after a few hundred or thousand sends | Messaging limit reached: 250 unique customers in 24 hours for a new portfolio, 2,000 after verification, then 10,000, 100,000 or unlimited | Verify the business, spread sends, keep quality high; the limit grows within 6 hours once you use half of it in 7 days |
| One template fails, others still send | Template paused for low quality: 3 hours, then 6 hours, then disabled | Stop the campaign, rewrite or retarget the template |
| Utility reminders now billed as marketing | Automatic recategorisation, or a utility restriction | Remove promotional wording; check Business Support Home for a warning |
| No templates send at all for 1 to 3 days | Template block from a policy violation | Read the violation, appeal or acknowledge, fix the cause |
| Nothing sends, including replies | 5, 7 or 30 day block, or an account lock | Appeal through Business Support Home; a lock does not expire on its own |
| Replies stop after 1,000 in a month | No payment method once the free service tier is used (from October 1, 2026) | Add a payment method in Meta Billing Hub or your CRM billing |
Limits come from Meta's messaging limits page; pausing from its template pausing page; the free tier from its pricing page. Messaging limits apply to the business portfolio and are shared by all its numbers, so adding a number does not add capacity.
What if my WhatsApp Business app account is restricted?
The free WhatsApp Business app has its own restriction, which WhatsApp's Help Center links mainly to automated or bulk messaging. It ends on its own. While it lasts you can keep chatting with existing contacts but cannot start chats with new ones or create groups.
WhatsApp's Help Center article About restricted accounts says no action is needed when you see "Your account is restricted right now". To see how long is left, start a new chat with someone you have never messaged; the pop-up shows the time remaining. A full ban is different, and the Help Center says most ban reviews are completed within 24 hours.
The usual cause in the app is using it as a broadcast tool, often through unofficial bulk-sending extensions. If you need to message many customers, the WhatsApp Business Platform is the supported route, with opt-in rules and templates. Our WhatsApp automation guide compares the app and the API, and both can run on one number through coexistence. If you plan to put an AI agent on the API, check Meta's rules on AI chatbots on WhatsApp first.
How do you keep a WhatsApp Business account from being restricted?
Message only people who opted in to hear from your business by name, keep utility templates free of promotions, cap marketing frequency, make opting out easy, and watch quality and account webhooks so a warning is handled the day it arrives.
This is how we set up every WhatsApp system we build:
- Consent on the contact. Meta's opt-in rules require that the opt-in names your business. We store where and when each contact opted in, and stop sends on opt-out; what happens when a contact replies STOP covers that in GoHighLevel.
- Separate template sets. Transactional messages stay transactional; offers go out as marketing, less often.
- Alerts on the signals.
account_update, template status and quality webhooks route into the CRM, so a warning or a low rating reaches a person the same day. - Ownership. The business portfolio, number and templates sit in your name, because quality history and limits belong to the portfolio. See who owns the automations and data.
At the time of writing the strategy call and audit are free, a small build of two or three workflows is about $1,000, and larger systems are quoted at a fixed price. If your account is already restricted, book a free strategy call and bring the violation notice.
Restrictions often follow messages sent without clear consent. Our guide to building a WhatsApp AI agent with n8n shows where to check opt-in and the 24-hour window before each send.
More questions about WhatsApp Business account restrictions
How long does a WhatsApp Business account restriction last?
On the WhatsApp Business Platform, template blocks last 1 or 3 days and full messaging blocks 5, 7 or 30 days, getting longer with repeat violations. An account lock has no end date and lifts only on appeal. A utility restriction for template misuse lasts 7 days, or 30 for repeat cases. The exact expiry appears in Business Support Home and the account_update webhook.
Can I still reply to customers while restricted?
It depends on the restriction. A 1 or 3 day block stops template messages, so replies inside an open 24-hour window can still go out. A 5, 7 or 30 day block or an account lock stops all messages, replies included. The restriction type RESTRICTED_CUSTOMER_INITIATED_MESSAGING means replies are blocked specifically.
How long does a WhatsApp Business appeal take?
Meta says appeal decisions on the WhatsApp Business Platform typically take 24 to 48 hours, and the violation is then marked Unchanged or Reversed. A reversed violation returns the account to its previous status. Not every spam violation can be appealed; for those, Meta says you may have to wait until the restriction period ends.
Will a new phone number get around a WhatsApp restriction?
No. Restrictions apply to the WhatsApp account, and most of them also block adding phone numbers. Messaging limits and quality sit at the business portfolio level and are shared by every number in it. Moving to a new portfolio to dodge enforcement risks a ban; fixing the cause and appealing is the safer route.
Can a WhatsApp Business account be permanently banned?
Yes. Meta says a business can be permanently disabled from the WhatsApp Business Platform if it does not change after several warnings and blocks, and offboarded at once for severe harm such as scams. The account_update webhook reports this as a ban state of SCHEDULE_FOR_DISABLE or DISABLE, and REINSTATE if an appeal succeeds.
Does WhatsApp tell you why an account was restricted?
Yes. Business Support Home shows the policy broken with a link to it, examples of what is and is not allowed, any active restriction, what happens on a repeat, and how to appeal. The same notice goes to every Business Manager admin by email, appears as a banner in WhatsApp Manager, and is sent through the account_update webhook.
