Why was my WhatsApp template rejected?

Most rejections come from five causes Meta lists: broken variables, the wrong category, content that breaks WhatsApp's policies, text over the limits, or a duplicate. Here is each reason in Meta's words, the fix that gets the template approved, and how to appeal within 24 hours.

Key takeaways

  • Variables must be {{1}}, {{2}} in order, with text before the first and after the last.
  • Utility must be non-promotional and tied to the customer's own order, booking or account.
  • Since April 9, 2025 a utility template that reads as marketing is approved as marketing, not rejected.
  • Review and appeals each take up to 24 hours; appeals must include sample values.

Why was my WhatsApp template rejected?

Most WhatsApp template rejections come from five causes Meta lists: broken or badly placed variables, the wrong category, content that breaks WhatsApp's Business or Commerce Policy, text over the length limits, or a duplicate of an existing template. Each has a clear fix.

Every message a business sends outside the 24-hour customer service window has to use an approved template, so a rejection stops reminders, follow-ups and campaigns until it is fixed. If you are setting up WhatsApp for your business from scratch, our WhatsApp automation service covers the whole build, including templates, the CRM side and Meta's message fees. This page goes deeper on one question: why Meta said no, and what to change so the next submission passes.

Everything below comes from Meta's developer documentation on template review, categorization, components, quality and pausing, each read on October 30, 2026. The rejection reasons are Meta's own wording; the fixes are the ones we apply when we write templates for clients.

Which rejection reason do you have, and how do you fix it?

Find the reason in Business Support Home or the rejection email. Formatting and duplicate problems are fixed by editing the text. Category and policy problems usually need the message itself rewritten, or a review request if you think Meta got it wrong.

The five reasons Meta rejects templates

Template rejection causesTree: a rejected WhatsApp template usually has one of five causes Meta lists: parameter formatting, the wrong category, content that breaks the Business or Commerce Policy, text over the length limits, or a duplicate of an existing template.Template rejectedRead the reason in Business Support HomeVariable formatBraces, order, symbolsWrong categoryPromo inside utilityPolicy contentBanned goods, ID numbersOver lengthBody 1,024, footer 60DuplicateSame body and footerSpam or threatsRewrite the use case

Meta's template review page groups the common reasons like this. We added the fix column from how each one is resolved in practice.

Reason groupWhat Meta's page saysFix
Parameter formattingVariables missing or with mismatched curly braces, containing characters such as #, $ or %, not sequential, too many for the message length, or placed at the very start or endUse {{1}}, {{2}} in order, keep symbols in the fixed text, add words around each variable, never start or end on one
Wrong categoryRejected with the reason INCORRECT_CATEGORY when WhatsApp disagrees with the category you choseRemove anything promotional from utility templates, or resubmit as marketing
Commerce PolicyMessages about goods or services for sale, including prices and fees, count as transactions and must follow the WhatsApp Commerce PolicyCheck the product is allowed on WhatsApp at all; if not, no wording will pass
Business PolicyAsking for full payment card numbers, financial account numbers, national ID numbers or documents that contain themAsk for partial identifiers only, such as the last 4 digits, or send a secure link
Abusive or threatening contentThreatening a customer with legal action or with public shamingRewrite collection and reminder messages in neutral terms
Character limitsBody limits depend on the template's format and tag; emoji counts can be limitedBody up to 1,024 characters, header and footer up to 60
DuplicationSame body and footer wording as an existing templateChange the wording, or reuse the existing template; Business Support Home names the original

Meta also says review uses "a combination of automated systems and manual reviews", and that templates with spam or scam-like content are rejected. Sample values help: Meta asks for a sample for every variable, and an appeal without one is not accepted.

How do you fix variable and "invalid format" errors?

Number variables in order from {{1}}, with double curly braces and nothing else inside them. Put fixed text before the first variable and after the last, keep plenty of words around them, and add a realistic sample value for each.

These are the formatting rules that cause the most rejections when we take over an account, each taken from Meta's review page:

RejectedWhyPasses
{{1}}, your visit is confirmed.Starts with a variableHi {{1}}, your visit is confirmed.
Your total is {{$amount}}.Special character inside the variableYour total is ${{1}}.
Hi {{1}}, see you on {{2}} at {{4}}.Variables skip a numberHi {{1}}, see you on {{2}} at {{3}}.
{{1}} {{2}} {{3}} {{4}}Too many variables for the length, and unclear contentWrite the full sentence, with variables only for the parts that change
Hi {1}, your order shipped.Single bracesHi {{1}}, your order shipped.

The template also has fixed length limits, from Meta's components reference: one body of up to 1,024 characters, an optional header and footer of up to 60 characters each, and up to 10 buttons, with at most two URL buttons and one phone number button. Template names can only use lowercase letters, numbers and underscores. If you build templates inside GoHighLevel, the builder enforces most of this; our note on HighLevel's rebuilt WhatsApp template builder covers what changed there in October.

Why was my template rejected for the wrong category?

Because WhatsApp decided its content does not fit the category you picked. A utility template must be non-promotional and tied to something the customer did or asked for, or be essential to them. Anything mixed, persuasive or vague is marketing in Meta's rules.

Category matters for two reasons: it sets the price of every message, and marketing templates cannot reach some customers at all (Meta has not delivered marketing templates to WhatsApp users in the United States since April 1, 2025). Meta's categorization guidelines set the tests:

  • Utility must meet both: it is non-promotional, with no "promotional or persuasive intent", and it is either specific to or requested by the user (an order, account, booking or transaction) or essential to them, such as a safety alert or a product recall.
  • Marketing covers everything promotional, and also "templates with mixed content", such as an order update with a promo, and templates whose content is unclear, such as one that is only {{1}} or "Congratulations!".
  • Authentication is only for one-time passcodes and must use Meta's library templates with a code button. URLs, media and emojis are not allowed, and parameters are limited to 15 characters.

Meta lists some examples that surprise businesses. A subscription renewal reminder with a discount, an abandoned-cart message and an apology that offers a credit are all marketing, "even if requested by users". A generic "how did we do?" survey is not utility either; Meta says the feedback request must name the specific order or visit.

Rejected, or approved as marketing?

Since April 9, 2025, if you choose utility and WhatsApp decides the template is marketing, Meta's page says "the template is approved as MARKETING" rather than rejected. So a submission that comes back as marketing has been recategorised, and you pay marketing rates if you send it. You can request a review within 60 days. An INCORRECT_CATEGORY rejection still happens, and the options Meta lists are to create a new template, edit the category and resubmit, or request a review.

Can an approved template be recategorised later?

Yes. Since July 1, 2024 WhatsApp has run a recurring check on approved templates, including ones whose category was confirmed before. You get advance notice by email and webhook. A utility template that should be marketing is switched to marketing after one day's notice and stays approved, so it keeps sending at the higher price. A utility or marketing template that should be authentication is rejected on the first day of the following month. A business that keeps labelling marketing as utility faces the escalating restrictions below.

LevelWhat happensDuration
WarningWritten warning; after it, utility-to-marketing changes happen instantly with no noticeOngoing
Rate limitingUtility message volume capped in a rolling 24 hours; messages over the cap are rejectedAt least 7 days
Utility restrictionAll approved utility templates on the account become marketing; no new utility templates or category reviews7 days, 30 for repeat violations
Business portfolio restrictionThe same, across every WhatsApp account in the portfolio30 days

For what a restriction does to the rest of the account, see why a WhatsApp Business account gets restricted.

What content does Meta reject no matter how it is worded?

Templates that sell what WhatsApp's Commerce Policy bans, ask for full card, bank or ID numbers, threaten customers, or look like spam or a scam. Rewording will not get these approved; the use case itself has to change.

The Commerce Policy point catches more businesses than expected, because Meta treats every message about something you sell, including prices, fees and taxes, as a transaction. The policy violations list names 19 categories, including alcohol, tobacco, gambling, dating, weapons, adult products, certain healthcare products, unsafe supplements and "misleading" models such as payday loans and debt collection. Some have exceptions; for healthcare, Meta says manufacturers and healthcare services that do not sell directly are allowed. If your business is near one of these lines, check before writing any templates.

The sensitive-data rule is easy to break by accident in reminder and onboarding flows. "Reply with your card number to confirm" fails. "Confirm the card ending in {{1}}" or a link to a secure payment page is fine, because Meta allows partial identifiers.

How do you appeal a rejected WhatsApp template, and how long does review take?

Edit the template in WhatsApp Manager, add sample values with Add Sample and submit it again; Meta decides that appeal within 24 hours. A first review also takes up to 24 hours. Category decisions are appealed separately, in Business Support Home.

  1. Read the reason. It appears in Business Support Home under Account Overview, then your WhatsApp account, then Rejected message templates, and in an email to your Business admins.
  2. In WhatsApp Manager, open Message templates, select the template and edit it.
  3. Click Add Sample and add realistic values and images for each variable.
  4. Click Submit. Meta says the appeal "will be reviewed and a decision made within 24 hours".
  5. For a category dispute, use Business Support Home, Template Category Updates, select the template and click Request Review.

If your system sends templates automatically, subscribe to the message_template_status_update webhook. It reports approved, rejected and paused states, so a workflow can stop or alert a person instead of failing quietly. Rejected and paused templates can be edited without limit; an approved template allows one content edit a day and 10 in 30 days.

Can an approved WhatsApp template still stop working?

Yes. Templates earn a quality rating from customer feedback and read rates. One rated low (red) is paused for 3 hours the first time, 6 hours the second, and disabled the third. A template can also be recategorised or rejected after approval.

Source: Meta for Developers, template pausing page, read October 30, 2026.

Meta's pausing rules say paused templates cannot be sent and you are not charged for the attempts, but the API rejects them, so campaigns built on them stop. Editing a paused template sends it back to review. Meta warns that a business that keeps sending low-quality templates may see the phone number itself affected. New templates start with a quality of "pending" (UNKNOWN in the API).

The common causes of low ratings are the same ones that drive blocks and reports: messages people did not expect, too many promotions, and no easy way to opt out. We record consent in the CRM and stop sends on opt-out; what happens when a contact replies STOP covers the GoHighLevel side.

How do we write WhatsApp templates that get approved?

We write each template for one job, choose the category by Meta's tests before writing, keep promotions out of utility messages, and submit with realistic samples. We also route status webhooks into the CRM so a rejection or pause alerts someone the same day.

In practice that means a small set of utility templates (booking confirmation, reminder, reschedule, order or job update, document request), a separate set of marketing templates, and automations that pick the right one. Where a client's agent replies with AI inside the 24-hour window, no template is needed; Meta's rules on AI chatbots cover what that agent may do. Template writing is part of every WhatsApp build we do. At the time of writing, the strategy call and audit are free, a small build of two or three workflows is about $1,000, and larger systems are quoted at a fixed price. You can book a free strategy call and bring your rejection emails.

Category matters for cost as well as approval: marketing templates are billed at a higher rate than utility ones in most countries, as our WhatsApp message prices by country show.

More questions about WhatsApp template rejections

How long does WhatsApp template approval take?

Meta says an approval decision can take up to 24 hours, and an appeal is also decided within 24 hours. Many templates are approved far faster because review is partly automated. Plan launches with a day of slack, and submit every template a campaign needs before you schedule it, so one rejection does not hold up the rest.

How many templates can a WhatsApp Business account have?

If the business portfolio is unverified, each WhatsApp Business account can hold 250 templates. Once the portfolio is verified and at least one number has an approved display name, the limit rises to 6,000 per account. Each language version of a template counts separately, so a template in English and Spanish uses two slots.

Why was my utility template approved as marketing?

Since April 9, 2025, WhatsApp approves a template as marketing when you chose utility but its content fits marketing, instead of rejecting it. Common triggers are a discount, an upsell, a renewal push or vague wording. Remove the promotional part and submit a new utility template, or request a review within 60 days if you think the call was wrong.

Can I edit a rejected WhatsApp template?

Yes. Rejected and paused templates can be edited as many times as needed, and each edit goes back to review. An approved template allows one content edit a day and 10 in 30 days. If a template was rejected as a duplicate, Business Support Home shows the name and language of the existing one, so you can reuse that instead.

Can I send a normal message instead of a template?

Only inside the customer service window, which opens when a customer messages you and lasts 24 hours from their latest message. Inside it you can send free-form text, media or an AI agent's replies. Outside it, every message must be an approved template, which is why rejected reminder templates break follow-up automations.

Does the WhatsApp Business app have template rejections too?

No. Template review applies to the WhatsApp Business Platform (the API used by CRMs, GoHighLevel and AI agents). The free WhatsApp Business app has quick replies and greeting messages that need no approval, but it cannot send automated messages at scale. Our WhatsApp automation page compares the app and the API.
