What is rebilling in GoHighLevel?
Rebilling is how a GoHighLevel agency passes usage costs to its clients. HighLevel bills your agency for each sub-account's texts, calls, email, AI and premium workflow actions. With rebilling on, the sub-account is charged that cost, optionally with your markup, through your payment setup.
Without rebilling, every message a client sends and every AI minute they use comes out of your margin. With it, usage pays for itself, and with a markup it can earn you money. HighLevel's help article on AI rebilling puts the agency side plainly: your agency "continues to be charged by HighLevel based on actual token usage, regardless of the pricing model configured for the sub-account."
Which GoHighLevel plan lets you rebill with a markup?
Only Agency Pro, $497 a month at the time of writing, lets you rebill with your own markup. The $297 Unlimited plan can rebill phone and email to clients but without a markup, and the $97 Starter plan does not list rebilling.
| Plan | Price at the time of writing | Rebilling on the pricing page |
|---|---|---|
| Starter | $97/mo | Not listed |
| Unlimited | $297/mo | Rebill phone and email, no markup |
| Agency Pro | $497/mo | Rebill phone and email with markup, plus SaaS Mode |

Which services can you rebill in GoHighLevel?
You can rebill phone (calls, texts and numbers), email, AI products such as Conversation AI and Voice AI, and workflow premium features such as inbound and custom webhooks, Google Sheets and Slack actions, and marketplace apps. HighLevel's bulk rebilling article describes the scope as "Phone, Email, AI, etc."
| Service | How HighLevel bills your agency | How you can rebill it |
|---|---|---|
| Phone (calls, SMS, numbers) | Per minute, per message segment, per number | Multiplier on cost |
| Per send | Multiplier on cost | |
| Conversation AI and Voice AI | Actual token usage | Multiplier on cost, or a fixed rate per unit |
| Workflow premium features | $0.01 per execution after 100 free lifetime executions per sub-account, or a monthly bundle | Multiplier on cost |
Phone and voice prices changed for several countries on October 13, 2026. We explain how to estimate the effect in GoHighLevel phone and voice price changes.
How does the rebilling multiplier work?
The multiplier sets what the client pays as a multiple of what HighLevel charges you. A 1x multiplier passes cost through with no markup. A 1.5x multiplier charges the client 50% more than your cost, and 2x charges double.
Here is an illustrative example, not a HighLevel price. Say a client's texting and calling cost your agency $40 in a month.
| Multiplier | Client pays | Your gross margin on usage |
|---|---|---|
| 1x | $40 | $0 |
| 1.25x | $50 | $10 |
| 1.5x | $60 | $20 |
| 2x | $80 | $40 |
For the full list of running costs that sit on top of a build, see software costs on top of an automation build. Payment processing fees come out of what the client pays, so a 1x rebill can lose a little money once card fees are taken. That is why we rarely recommend exactly 1x.
How do you rebill AI usage in GoHighLevel?
For Conversation AI and Voice AI you can choose a markup on the actual token cost, such as 1.5x or 2x, or a fixed rate per unit, such as a set price per AI message or per Voice AI minute. HighLevel's examples are $0.50 per Conversation AI message and $0.10 per Voice AI minute.
Those two figures are examples from HighLevel's Fixed-Rate Rebilling for AI Products article (modified August 11, 2026), not recommended prices. The trade-off between the two models is simple:
- Markup follows your real cost. Your margin is predictable as a percentage; the client's bill moves with token usage.
- Fixed rate is easy for clients to understand and budget. Your margin moves: if a conversation uses more tokens than you expected, you absorb the difference, because HighLevel still bills your agency for actual usage.
The article lists three places to set this: Manage Client, Rebilling Settings; the rebilling step when you create or update a SaaS plan; and the AI Usage Dashboard. For a sense of what Voice AI costs before markup, see our GoHighLevel Voice AI page.
How do you rebill webhooks and premium workflow actions?
Turn on Workflow Premium Features in Agency view, Settings, Company, then set a multiplier in each client's Manage Client, Rebilling, Workflow Premium Features. HighLevel charges $0.01 per premium execution after 100 free lifetime executions per sub-account, or a monthly bundle.
| Option | Monthly price | Included executions | Overage per execution |
|---|---|---|---|
| Pay as you go | None | None after the free 100 | $0.01 |
| Starter bundle | $10 | 10,000 | $0.008 |
| Growth bundle | $25 | 30,000 | $0.006 |
| Scale bundle | $50 | 65,000 | $0.004 |

The premium list includes inbound webhooks, custom webhooks, Google Sheets and Slack actions, marketplace apps and LC apps. If a client's account runs a lot of webhooks, a direct GoHighLevel API integration can be cheaper at volume.
How do you set rebilling for many sub-accounts at once?
Use bulk rebilling: select the sub-accounts, choose Bulk Actions, pick the payment provider, set one multiplier for all services or separate sliders per service, and confirm. Rebilling only activates on a sub-account once it has a payment method on file.
HighLevel's bulk rebilling article notes that a customer profile is created for sub-accounts with no payment method, but rebilling waits until a card is added. Collect cards first, then switch rebilling on, or you will think usage is being billed when it is not.
HighLevel is also testing a Reselling page in Labs that brings subscription and usage products into one place, with Subscription, Usage and Marketplace tabs and a global usage markup. Its help article (modified August 5, 2026) says changes there "do not replace pricing established through SaaS plans or manual settings," so check which setting wins before you rely on it.
What markup should you charge?
There is no published standard. Pick a markup that covers card fees, the support time usage creates, and some margin, and that a client would not feel cheated by if they compared it to HighLevel's list price. One approach we use: keep phone and email markups modest and put more margin into AI, where the client gets more value per dollar.
Three checks before you settle on a number:
- Does 1x lose money? After card fees, usually a little. Start above it.
- Who answers usage questions? If clients call you about their bills, your markup pays for that time. Our agency automation builds include a monthly usage summary per client for this reason.
- Is the plan price doing the work? If your plan already includes generous margin, a lower usage markup is easier to defend.
What goes wrong with GoHighLevel rebilling?
The usual problems are rebilling turned on before a card is on file, AI or premium actions left out while phone and email are rebilled, a fixed AI rate set below the real token cost, and rebilling set per client by hand with different numbers in every account.
A quick audit fixes most of it: list every sub-account, its payment status and its multiplier per service, and compare against your plan sheet. We do that audit for free on a strategy call, and our GoHighLevel SaaS setup service sets rebilling inside each SaaS plan so new accounts are right from the start. For the plan side of SaaS Mode, see the SaaS Configurator setup guide.
Questions about GoHighLevel rebilling
Can I rebill on the GoHighLevel $297 plan?
Yes, for phone and email, but without a markup. HighLevel's pricing page lists rebilling with markup only on the $497 Agency Pro plan.
Does the client see HighLevel's price?
The client sees what you charge through your payment setup. Usage details are visible in the sub-account under Settings, Company Billing, so assume a curious client can see their usage.
Can I set different markups for SMS, calls and AI?
Yes. Rebilling settings and bulk rebilling both let you use one multiplier across services or a separate slider for each service.
Is fixed-rate or markup better for AI rebilling?
Markup keeps your margin steady because it follows real cost. Fixed rate is simpler for clients but you carry the risk when conversations use more tokens than planned.
Why is rebilling on but my client is not being charged?
The most common reason is that the sub-account has no payment method. HighLevel creates the customer profile but does not activate rebilling until a card is added.
