WhatsApp marketing max price is in open beta: what changes for your business

Meta announced on September 15, 2026 that max price for WhatsApp marketing messages would open to all on October 1. Businesses can now cap what they pay per delivered message. Meta also now confirms marketing leaves the Cloud API on October 13, 2027. This page covers what changes and what to do.

Key takeaways

  • Max price entered open beta on October 1, 2026; Meta charges your ceiling or less per delivery.
  • It applies to marketing templates only, through the Marketing Messages API.
  • From November 1, 2026 invoices show a separate Max Price line.
  • Meta confirms Cloud API marketing ends October 13, 2027; new accounts lose it April 13, 2027.

What did Meta announce about WhatsApp marketing message max price?

On September 15, 2026 Meta announced in its Marketing Messages API changelog that "max price" would enter open beta on October 1, 2026. It lets a business set the most it will pay per delivered WhatsApp marketing message, and Meta charges that amount or less.

The changelog entry reads: "Announced that the max price feature enters Open Beta on October 1, 2026." Meta's max price page describes the feature in one line: "when a max price is set, Meta will charge that max price or lower for delivery." Until now, every WhatsApp marketing message was billed at a fixed rate per country. With max price, a business can bid below that rate to reach more people more cheaply, or above it to get more messages delivered at busy times.

Event date: open beta from October 1, 2026. Source date: Meta changelog entry of September 15, 2026, with follow-up entries on October 1, 5, 7, 15 and 19, 2026. We read all of them on October 30, 2026. For how WhatsApp fits into a booking and follow-up system, see our WhatsApp automation service.

How does WhatsApp max price work?

You set a max price on a marketing template as a bid per 1,000 deliveries, in your account currency's smallest unit, and can raise or lower it for specific countries or single messages. Meta never charges more than that ceiling per delivery.

The parts, from Meta's documentation:

SettingWhat it doesLimits
bid_amount on the templateThe ceiling per 1,000 delivered messages, in cents for USD or paise for INRRequired with bid_strategy LOWEST_COST_WITH_BID_CAP, the only strategy
Country multipliersRaise or lower the ceiling for recipients in named countriesUp to 240 countries per template (raised from 50 on October 19, 2026); each multiplier above 0 and at most 10
Per-message multiplierAdjusts the ceiling for one send without editing the templateDefault 1; Meta says it may change during the beta
Reach estimateEstimated deliveries and cost at several max prices, from 1, 7, 14 or 28 days of historyEstimates only; Meta says they do not guarantee results
WhatsApp ManagerChoose "Set maximum price" or "Use default price" when creating a marketing templateShows a suggested price for the country you pick

Meta's own conversion examples: a max price of $0.05 per delivery is a bid_amount of 5,000 (5 cents times 1,000), and ₹0.87 is 87,000. Meta stresses that "a max price is a bid cap, not a budget": it limits the price per message and says nothing about how many messages you send.

What the ceiling means in money is simple arithmetic. These are our illustrative numbers for one campaign, showing the most you could be charged; the real charge can be lower:

Max price per deliverybid_amount (USD account)Most you pay for 10,000 deliveries
$0.022,000$200
$0.055,000$500
$0.05 with a 1.5 country multiplier5,000 x 1.5 = 7,500$750 for that country

Meta's suggested starting test is four groups of 10,000 sends each: no max price, max price at the rate card, at 1.5 times the rate card (1.2 times for India and Saudi Arabia), and at 0.9 times. Its published per-country rates are the baseline to compare against.

Who can use max price, and where does it not work?

Any business that sends through Meta's Marketing Messages API and signs the beta agreement, in an eligible country. Max price does not apply to users in Russia or Belarus, and Meta still delivers no marketing messages to US WhatsApp users.

  • Enrolment. A Meta Business Suite admin signs the max price beta agreement once. From October 1, 2026, a solution partner no longer has to allowlist each client; access covers client accounts that are shared with or managed by the partner (enrolment page).
  • The right API. Max price templates only send through the Marketing Messages API. Sending one through the Cloud API returns error 131061.
  • Countries. Error 131065, added October 5, 2026, means the recipient is in a country where max price delivery is unavailable. Meta's availability list excludes Russia and Belarus from max pricing, gives no delivery optimisation in the EEA, UK, Japan, South Korea, Nigeria, South Africa and Thailand, and blocks sanctioned regions entirely.
  • United States. Since April 1, 2025, Meta does not deliver marketing messages to WhatsApp users in the US (error 131049) on any API. For US customers, max price changes nothing; utility and service messages still work.

What changes on WhatsApp invoices from November 1, 2026?

From November 1, 2026, invoices split marketing into a "List" line at the published rate and a "Max Price" line, and analytics and webhooks label max price traffic marketing_lite_dynamic. The first split invoice arrives in December 2026.

Meta's billing SKU page, added to the changelog on October 15, 2026, says you will see three marketing SKUs: Cloud API, Marketing Messages API at the published rate, and Marketing Messages API with max price. It warns that on the first invoice "a small amount of max price traffic may appear under the List line item". Delivered and read webhooks for max price messages also carry a cost estimate, but Meta says the invoice is the source of truth.

If your CRM or reporting tool reads Meta's pricing webhooks or analytics, it needs to accept the new values (MARKETING_LITE_DYNAMIC and marketing_lite_dynamic) or max price spend may go missing from your reports.

Does Meta now confirm that marketing messages leave the Cloud API in 2027?

Yes. Meta's Marketing Messages API overview now says the Cloud API "will stop supporting marketing messages on October 13, 2027", announced globally on October 13, 2026. Accounts created from April 13, 2027 cannot send marketing through the Cloud API at all.

Our count of Meta's Marketing Messages API changelog, read October 30, 2026.

When we covered HighLevel's notice about moving to MM Lite on October 21, 2026, we could not find that date on Meta's pages. Meta's overview page, read October 30, 2026, now gives this timeline:

DateWhat Meta says happens
October 13, 2026Global announcement of the sunset of marketing messages on the Cloud API
April 13, 2027New WhatsApp accounts created from this date cannot send marketing through the Cloud API
Q2 2027Max price reaches general availability and becomes required in eligible geographies; published rates for marketing then apply only on the Cloud API
October 13, 2027Marketing messages sent through the Cloud API return an error; service, authentication and utility messages stay on the Cloud API

Put together, Meta is moving all WhatsApp marketing onto one API where the price per message is set by a ceiling the business chooses. Our count of Meta's changelog shows how much of its recent work is about this: since the limited beta began on May 15, 2026, 17 of the 20 entries in the Marketing Messages API changelog concern max price.

What this means for your business: should you set a max price now?

Most businesses can wait. If you send WhatsApp marketing outside the US through the Marketing Messages API, test max price on one campaign. Everyone sending marketing should plan the move off the Cloud API before October 2027.

Your situationWhat to do
Only send reminders, confirmations and repliesNothing for max price. Check your templates are still classed as utility; our page on WhatsApp template rejections and categories explains Meta's tests
Send WhatsApp marketing to US customersThose messages are not delivered today; use SMS or email for US promotions
Send marketing outside the US through GoHighLevelSwitch to MM Lite well before 2027; we found no HighLevel changelog entry about max price as of October 30, 2026
Send marketing through your own integration or n8nMove sends to the Marketing Messages API, then run Meta's four-group test on one campaign
Read Meta billing data into reportsAdd the new max price values before the December 2026 invoice

Two cautions. Meta calls max price "an early-stage feature" whose performance "may vary", so treat the beta as a test, not a saving you can count on. And a lower ceiling saves money only if enough messages still get delivered; compare cost per delivered message and the replies it brings in, alongside the price.

We set up WhatsApp systems on the client's own Meta and CRM accounts, including the template split between utility and marketing that this change makes more important. At the time of writing the strategy call and audit are free, and a small build of two or three workflows is about $1,000. More questions about WhatsApp max price

Does WhatsApp max price apply to utility or service messages?

No. Max price is only for marketing templates sent through Meta's Marketing Messages API. Utility, authentication and service messages keep Meta's published per-country rates, and service replies stay free for the first 1,000 a month per number. Reminders and order updates are therefore unaffected unless Meta reclassifies them as marketing.

Can I pay more than the published rate with max price?

Only if you choose to. You can set the ceiling below, at or above the rate card; Meta says a higher ceiling can raise delivery rates at peak times. Meta charges your max price or less per delivered message, so the setting you pick is the most you can be charged for each delivery.

Is max price required?

Not yet. It is optional during the open beta that began October 1, 2026. Meta says that at general availability in Q2 2027, max price becomes required in eligible geographies on the Marketing Messages API, and fixed published rates for marketing then apply only on the Cloud API, which stops carrying marketing on October 13, 2027.

Can I use max price in GoHighLevel?

We found no HighLevel announcement of max price support when we checked on October 30, 2026. HighLevel sends WhatsApp marketing through MM Lite, its name for the Marketing Messages API, so support may follow, but nothing is confirmed. Until then, max price needs a direct Meta integration or a provider that has added it.

Can I switch a template back to normal pricing?

Yes, if the account is enrolled. Since August 31, 2026, Meta lets you switch an eligible marketing template between published-rate pricing and max price without creating a new template, by setting both bid fields to null. Meta says new bid values can take up to an hour to take effect.
