AI receptionist for UAE businesses: the phone number route tested first, then the agent

We build a voice agent that answers your calls, books appointments and passes urgent calls to your team. In the UAE the phone number is the hard part, so we test a working route before we build anything. A small build is about $1,000.

Remote team, calls booked in your time zone. No UAE office.

Key takeaways

  • HighLevel's number list has no UAE rows; Twilio sells UAE geographic numbers for inbound calls only.
  • HighLevel's language article does not list Arabic; we test the picker in your account.
  • The UAE data protection law took effect January 2, 2022 and requires consent and sets transfer conditions.
  • Transfers to UAE numbers list at $0.30 to $0.36 a minute, 21 to 26 times the US rate.

What does an AI receptionist do for a UAE business?

It answers inbound calls with a voice agent, asks the questions your front desk would ask, books into your calendar, takes messages and transfers urgent or complicated calls to a person. We build it on HighLevel's Voice AI with your CRM behind it. In the UAE, the phone number is the hard part, so we check it first.

HighLevel says its Voice AI agents answer incoming calls, qualify leads, book appointments, give information and transfer calls to human agents on conditions you set, including after hours, weekends and holidays. Autoesta is a 16-person team based in San Francisco, with Alpit Patel as founder and a HighLevel Certified Admin. We work with businesses in Dubai and across the UAE remotely. We have no UAE office, and this page does not describe a UAE client result because we have not published one. People search for this as "AI receptionist Dubai", "AI voice agent UAE" and "AI calling agent", and real estate, clinics and service firms are the usual buyers.

The product pages are AI receptionist and AI calling agent service. This is the UAE version of them.

Can a UAE business get a UAE phone number for the AI receptionist?

Not from HighLevel directly. The number rate file HighLevel attaches to its phone pricing guide has rows for the US, Canada, the UK and Australia, and none for the UAE. HighLevel's Voice AI works only on LC Phone or Twilio numbers, and Twilio says it sells UAE geographic numbers that take inbound calls only.

Sources: HighLevel's number and voice rate files (Phone System pricing guide, modified October 12, 2026), HighLevel's Voice AI overview, and Twilio's UAE voice and regulatory guidelines, all read October 21, 2026. Twilio's pages show no date and say the information may change. Twilio's regulatory page covers toll-free numbers only and does not say whether a local entity is needed for geographic numbers.

The last row needs care. News reports of statements by the telecom regulator, mostly from 2010 to 2018, say only the two licensed operators, e& (formerly Etisalat) and du, may provide VoIP services, and that operators may block unlicensed VoIP traffic. We found no current page from the regulator (TDRA) settling how that applies to a business forwarding calls to an overseas voice platform. Ask your operator or TDRA before you rely on forwarding (the general options for keeping a number are in keeping a business phone number in GoHighLevel), and do not take our word or a vendor's for it. This is why the first step of every UAE project is a number test, before any agent is written.

Can the AI receptionist speak Arabic?

We cannot confirm it from HighLevel's documentation. Its multi-language article lists ten languages that existing agents were migrated to: English (US), Spanish, French, German, Hindi, Russian, Portuguese (Brazil), Japanese, Italian and Dutch. Arabic is not among them, and the article tells you to check the language picker in your account.

If Arabic callers matter to your business, we test the picker in your account and record sample calls before you commit. If Arabic is not available, the options are an English-first agent that hands Arabic callers to a person quickly, or a different voice platform for that line, which is a larger project and a different price. HighLevel also notes that some languages can only be used by themselves, and that translation affects post-call transcripts and summaries, not the live call.

What does UAE data protection law mean for an AI receptionist?

Federal Decree-Law No. 45 of 2021, the Personal Data Protection Law, came into force on January 2, 2022. It prohibits processing personal data without the owner's consent, with exceptions, lets people ask for corrections and for processing to stop, and sets requirements for cross-border transfer. A call recording is personal data.

The UAE government page that summarises the law (last updated December 4, 2025) does not list penalties and does not say whether executive regulations have been issued, so we do not quote either. It names the UAE Data Office, set up under Federal Decree-Law No. 44 of 2021, as the federal regulator. HighLevel says its product infrastructure resides in the United States (security overview modified June 16, 2026), so a UAE caller's recording is processed outside the UAE. The law sets conditions on that, and the right transfer basis is a question for your lawyer.

What we build in the meantime is conservative: the greeting says the call is recorded and by an automated assistant, the agent collects only what the task needs, and your privacy notice names the processing and where it happens. Free zones such as DIFC and ADGM have their own regimes; if you operate in one, tell us on the call. General information, not legal advice.

What hours and working week does the receptionist follow?

Whatever your business keeps. The UAE federal government works Monday to Thursday 7:30 am to 3:30 pm and Friday until noon, with Saturday and Sunday as the weekend, since January 1, 2022. Private firms set their own hours, and Sharjah's government has a Friday to Sunday weekend, so the agent cannot assume one pattern.

The UAE has no daylight saving; Gulf Standard Time is four hours ahead of UTC all year, so a call with a client in the UK or the US moves in and out of step twice a year even though your own calendar does not. We set the time zone per calendar, load your public holidays and test a booking after the clocks change in the client's country. For emergencies, the agent tells the caller to hang up and call the emergency services, and nothing else is left to the AI. Twilio's own guideline says emergency calls cannot be placed over its service.

How much does an AI receptionist cost for a UAE business?

A small AI receptionist build with us is about $1,000, a full GoHighLevel setup is up to $5,000, and the strategy call is free. Running costs are the open question: the voice engine and text-to-speech are $0.06 a minute, but the phone leg depends on the number route, and transfers to UAE numbers are the dearest in the markets we compared.

All prices are in US dollars, which is how HighLevel prices phone usage; we do not convert to dirhams. The transfer rates are 21 to 26 times the US and Canada rate of $0.014, so 100 minutes a month of transfers to UAE numbers costs about $30 to $36 against $1.40. If the agent hands most calls to staff, that line outweighs everything else. The comparison with other countries is in AI receptionist running costs by country. If you follow up by WhatsApp after the call, Meta lists UAE marketing messages at $0.0576 and utility at $0.0157 (rate card effective October 1, 2026); see WhatsApp message prices by country.

How do we build and test a UAE AI receptionist?

Six steps, with the number test first: confirm a workable UAE number route, map your real calls, write and test the agent in the languages you need, connect the calendar and CRM, run it beside your staff, then let it take calls alone.

  1. Prove the number route. A test call into the number, through HighLevel, answered by a dummy agent, before anything else is built.
  2. Map your real calls. We start from what people ring about and list the top reasons, by language.
  3. Write and test the agent. Greeting with recording notice, questions, answers from your price list and hours, transfer rules, and Arabic if the picker supports it.
  4. Connect the calendar and CRM. Bookings, notes and tasks land where your team already works. A real-estate team can see the options in the best CRM for Dubai real estate.
  5. Run it beside staff, then alone. We review the first calls and adjust. The method is in how to build an AI receptionist.

If the number test fails, we say so before any build work starts. For calls the agent cannot finish, a missed-call text back is the usual fallback; see recover missed calls. To add a receptionist to an existing GoHighLevel account, see GoHighLevel Voice AI setup.

Frequently asked questions

Is there an AI receptionist for businesses in Dubai?

Yes, with a condition. We build one on HighLevel's Voice AI for UAE businesses, remotely from San Francisco, but HighLevel lists no UAE number, so we first test a route through a Twilio UAE number or another supported setup. If the test fails we tell you before any build work.

Can I use my existing Dubai phone number with an AI receptionist?

Possibly, by forwarding it to a number the agent answers. Neither HighLevel nor Twilio describes this case, and the rules on VoIP in the UAE are unclear from the sources we found. Ask your operator and the regulator, and we will test the route you choose.

Does the AI receptionist speak Arabic?

We cannot confirm it. HighLevel's language article does not list Arabic and tells you to check the picker in your account. We test the picker and record sample calls before you commit. If Arabic is missing, an English-first agent that hands Arabic callers to a person is the fallback.

What does it cost to transfer a call to a UAE mobile?

HighLevel lists outbound calls to UAE mobile numbers at $0.2995 a minute and to landlines at $0.3635, about 21 to 26 times the US and Canada rate of $0.014. A hundred minutes of transfers a month is roughly $30 to $36 before any other charge.

Does UAE law let me record calls and keep them on US servers?

The Personal Data Protection Law requires consent for processing personal data and sets requirements for cross-border transfer. HighLevel says its infrastructure is in the United States. Whether your setup meets the transfer rules is a question for a UAE lawyer; we build the notice and keep collection minimal.

What is the working week in the UAE for call hours?

The federal government works Monday to Friday, with Friday until noon and a Saturday and Sunday weekend, since January 1, 2022. Private businesses set their own hours and Sharjah's government has a Friday to Sunday weekend. We load your real hours per calendar.
